Tests administered within the County of Kaua\u0027i shall not meet the requirement of an approved COVID-19 test for purposes of the negative test exception.... This rule has the force and effect of law and supersedes any conflicting provisions of the Governor\u0027s Proclamation or Mayor\u0027s Emergency Rules to the limited extent necessary...
