Operative words
Effective immediately, this memorandum cancels reference (a) and reissues travel restriction guidance for DoD components that will remain in effect until further notice.... Conditions to resume unrestricted travel rest on two overarching factors: 1) state and/or regional criteria based on the White House's Opening Up America Again guidelines..., and 2) installation-level criteria based on conditions in and surrounding DoD installations, facilities, and locations.... Removal of shelter-in-place orders or other travel restrictions... Removal of local travel restrictions;... Favorable Health Protection Conditions (below HPCON C)
Enforcement
Travel to or from an installation remained restricted until the Service Secretary, Combatant Commander or CMO certified the criteria; status published weekly by USD(P&R) (Exs. 050-060, 078-088, 116-119)
