Operative words

DATES: The expiration date of the [emergency action to waive] observer coverage during the [Coronavirus pandemic published on March 27, 2020 is] extended through March 26, 2021.... Under this emergency action, NMFS may waive observer coverage [where:] Placing an observer conflicts with travel restrictions or other requirements [imposed by federal, State or local authorities];... No qualified observer(s) are [available because of health, safety, or training issues related to COVID-19]... [These] measures will be effective until the earlier of the following dates: (1) The date when the current COVID-19 pandemic is no longer deemed a public health emergency by the Secretary of Health and Human Services; and (2) [March 26, 2021].
