Operative words
[The United States Court of] Appeals for the Federal Circuit will resume in-person argument. This document sets [forth the protocols that will apply]... reflect the court's strong preference for in-person argument, based on the court's [assessment of public-health conditions]... [Protocols govern entry to] the courtroom designated for argument, and the lobby area and restrooms... Fully vaccinated individuals may forgo wearing masks and physical distancing. Individuals are considered fully vaccinated for purposes of [these Protocols two weeks after the final dose of a two-dose] vaccine or 14 days after receiving a single-dose vaccine. Individuals who are not fully vaccinated must continue to wear masks and [maintain physical distancing].
