Operative words
This evening, NASA leadership has decided to elevate all centers and facilities to Stage 3 of NASA's Response Framework. Effective immediately, all employees and contractors will move to mandatory telework until further notice. Mission-essential personnel will continue to be [granted onsite access].

Agency directive to employees and contractors; center access controlled under 14 C.F.R. part 1204
Notes
Reaches every NASA contractor and supplier (about $20 billion a year in procurement) and the ten centers' visitor programs; 'all employees and contractors' were ordered to telework.
