Operative words

On June 29, 2020, Governor Ducey issued Executive Order 2020-43, which required bar (series 6) and beer and wine bar (series 7) licenses to pause operations effective June 29, 2020 at 8:00 p.m.... The Order states that series 6 or series 7 liquor licensed businesses "whose primary business is the sale or dispensing of alcoholic beverages" must halt normal operations. Series 6 and 7 license types are provided an opportunity to maintain to-go services to the public based on provisions for restaurants (series 12s) under Executive Order 2020-09.

Stacked licensees could operate under a restaurant license only if 'their primary purpose is not the sale of alcohol'.
