Operative words
In an effort to mitigate the spread of COVID-19 and to protect public health, Gov. Reynolds issued a State of [Public Health Disaster Emergency; restaurants and bars] are closed to the general public until 11:59 p.m. on March 31, unless said declaration is sooner terminated... [food] and/or beverages are promptly taken from the premises through carry-out, drive-through, or delivery... holding a class "C" liquor license are allowed to sell alcoholic liquor and wine in original, unopened containers for carry-out, curb-side pickup, drive-through, or home delivery without obtaining an additional license, permit... Effectively immediately, there will be no access to the [Division's offices]
