Operative words
The Idaho State Board of Education today directed all public school districts and charter schools to immediately implement a "soft closure" of all classroom facilities through Monday, April 20, 2020. The Board ordered the soft closure when it approved the COVID-19 School Operation Guidance developed by Governor Brad Little's K-12 Emergency Council... The guidance directs districts and charters to provide three essential services during the soft closure... Provide food services to underserved populations and childcare for community members who provide critical services. Develop and implement plans for delivering remote or distance learning strategies (online, video or teleconference). Develop a plan for providing special education-related services.
Enforcement
Idaho Code s. 33-116 (districts under the supervision and control of the State Board); Board accreditation and funding authority (Idaho Code ss. 33-119, 33-1001 et seq.); the guidance itself recites that 'students are not permitted in schools'
Notes
The Board, not the Governor, closed Idaho's classrooms; the release records that April 20 'is strictly a target date and is subject to review' and that the Board waived graduation requirements; companion to Ex. 002 (the guidance text)
