Operative words
All laboratories conducting business in Ohio and testing for COVID-19 are to report aggregate testing information... Laboratories not already reporting aggregate testing information to ODH must register... Any lab that has not been reporting all results on a daily basis will need to provide a year-to-date file containing all laboratory results. The report is due three (3) days after the effective date of this Order... Laboratories must distinguish in the reporting between diagnostic and non-diagnostic testing. This Order shall take effect immediately and remain in full force and effect until the State of Emergency declared by the Governor no longer exists, or the Director of the Ohio Department of Health rescinds or modifies this Order.

Notes
Requires every clinical laboratory doing business in Ohio to report all COVID-19 results (positive, negative, aggregate) daily and to register with ODH; imposes a compliance function on laboratories and on the hospitals, physician practices and employers that used them.
