Operative words

Therefore, on this day, April 1, 2020, under the authority granted [to me by law, I hereby order]... [ambulatory surgical facilities that] have ceased or limited operations... in response to COVID-19 must complete the fields of the survey indicated... must complete the survey on the first day of its reopening and every operational day... Accordingly, it is hereby ordered that all ambulatory surgical facilities shall complete [the survey]... [This] Order shall take effect immediately and remain in full force and effect until further notice.
