Operative words

Visitors will not be allowed on Ocracoke-bound ferries starting Thursday morning, due to an emergency declaration issued today by Hyde County.... As part of that declaration, visitors will not be allowed access to Ocracoke Island beginning at 5 a.m. Thursday. Visitors with reservations for the Swan Quarter-Ocracoke and Cedar Island-Ocracoke ferry routes will have their reservations canceled and will be issued refunds. Only residents, property owners, workers, vendors and service providers will be allowed to board Ocracoke-bound ferries.... These restrictions will be in place until further notice. Hyde County will have law enforcement at ferry terminals to check passengers' identifications and enforce restrictions.

Enforcement

County law enforcement identification checks at the ferry terminals; N.C. Gen. Stat. § 14-288.20A (Class 2 misdemeanor for violating a local emergency prohibition); NCDOT cancellation of reservations

Notes

Force-of-law county order limiting travel, implemented by a State agency at its terminals: the paradigm of an order on the customer base of an entire island's employers. Similar Outer Banks restrictions (Dare County) are in the North Carolina State and metro files.
