Operative words
B. Every person who travels to or enters the Territory of the U.S. Virgin Islands, before [boarding must present:] 1) a COVID-19 negative PCR or antigen test result obtained within 5-days of commencement of travel to the U.S. Virgin Islands, OR 2) a COVID-19 positive Antibody test result received within four (4) months of travel to [the Territory, OR] 3) a vaccination card showing completed COVID-19 vaccination administered in the U.S.... C. Travel from the British Virgin Islands: Any person who travels to or enters the Territory [from the BVI] must present a COVID-19 negative PCR or antigen test result obtained within 48 hours
