[Guam residents are ordered to stay home, subject to limited exceptions such as obtaining food and [medical care and essential work] (as recited in EO 2020-29: "Executive Order No. 2020-28 shall be extended and will continue until 12:00PM on September [4, 2020; residents shall] continue stay at home, subject to limited exceptions"); recital: "62 cases of COVID-19 have been identified while under quarantine pursuant to DPHSS Guidance... Guam's Test Positivity Rating... is 6.8%"]
