Operative words
The bearer of this letter is a San Francisco Bar Pilot, licensed by the State of California to guide commercial ships in and out of San Francisco Bay and surrounding waters. By law all ships over 750 Gross Tons are required to use a state licensed pilot while operating on these waters. This is an essential government service within the meaning of the current Shelter in Place/Stay at Home Orders regarding the Coronavirus (COVID-19). Please confirm the identity of this pilot by requesting to see and checking their State License identification card they carry.
