Operative words

Strict compliance with the statutes, regulations, and orders of state agencies as set forth in Appendix A to this Order, would prevent, impede, or delay actions necessary to cope with the COVID-19 Public Health Disaster Emergency, and... the language of each provision specified in Appendix A be suspended. This Order, including the suspensions set forth in Appendix A to this Order, shall have the power of law, and shall supersede all conflicting laws during the duration of the Order.
