Operative words
Effective April 30, 2020, at 5:00 P.M., dental, medical or surgical procedures may proceed unless the State Health Officer or his designee later determines that performing such procedures... would unacceptably reduce access to PPE... Providers performing these procedures shall follow all applicable COVID-19 related rules adopted by the Board of Dental Examiners of Alabama or by the Alabama Department of Public Health.... Update April 9, 2021: The amended Opinion is now the Board's recommendation, in light of the changing circumstances and statewide orders;... and in light of the fact that it remains the Board's requirement under Board Rule, Ala. Admin. Code r. 270-X-2-.15, that dentists follow current CDC guidelines. Dentists must also be aware of local requirements. Issued April 29, 2020. Dental: from April 30, 2020 to April 9, 2021 the Board's protocol operated as a rule the State Health Officer's order (¶ 12/17/18) required providers to follow; after April 9, 2021 the CDC-compliance rule still bound every dentist through the 2021 CDC dental infection-control recommendations.
