Operative words

'1. Bars, pubs, brewpubs, and breweries, whether operating indoors or outdoors, shall be closed across the state, unless an exception below applies.' Recital: for Monitoring List counties 'it is necessary to close indoor operations for additional sectors... including: gyms and fitness centers, places of worship, protests, offices for non-Critical Infrastructure sectors as designated on covid19.ca.gov, personal care services (including nail salons, massage parlors, and tattoo parlors), hair salons and barbershops, and malls.' 'As of July 13, 2020, there are 32 counties on the list.'
