Operative words
A. Effective September 15, 2020, Safer at Home consists of three levels that counties qualify for based on meeting three specific metrics. Counties will begin in the level that [most closely fits their current approval]... [Level 1 Cautious, Level 2 Concern, Level 3 High Risk, with Protect Our Neighbors above and Stay at Home below, each fixing capacity limits for offices, retail, restaurants, bars, gyms, events, worship and personal services and gathering limits of 10 or 25]
