Operative words

All Affected Travelers shall self-quarantine for a period of fourteen days from the time of last contact with such Affected State, for any portion of such fourteen-day period they spend in Connecticut, or for the duration of such Affected Travelers' stay in Connecticut, whichever is shorter.... Workers traveling from Affected States to Connecticut who work in critical infrastructure as designated by the Cybersecurity and Infrastructure Security Agency... are exempted from this self-quarantine requirement when such travel is related to their work in Connecticut.... All Affected Travelers, prior to or upon arrival in Connecticut, shall complete a Travel Health Form

Enforcement

Civil penalty of up to 1,000 dollars per violation, imposed by DPH or delegated local health directors, with contested-case hearing under Chapter 54 (s.2(4))

Notes

Section 3 let the DMV Commissioner extend Title 14 deadlines 90 days.
