Operative words
§ B.1 (Food and Drink Establishments): 'the total number of guests within an establishment shall not exceed sixty percent (60%) of that establishment's stated fire occupancy requirements'; '(ii) Establishments that are not able to reach at least sixty percent (60%) of fire code occupancy (excluding staff) while complying [with distancing] may request a plan approval'; 'Bar service and seating at a bar may reopen as long as proper social distancing' with reservations and seated service. § 3: senior centers, adult day centers and congregate nutrition programs 'may reopen... [at] thirty percent (30%).' § 2.x: 'Personal Driving Schools... may reopen... occupants must wear face coverings at all times.'
