Operative words

the Governor, in relation to the matters or things found and certified by the State Board of Health to be a nuisance, may declare them to be public nuisances and order them to be changed as he or she shall direct, or be abated and removed. (c) Any violation of an order shall be held and punished as a misdemeanor

What it required

Authorizes the Governor, on the Board's certification, to declare conditions affecting the security of life and health public nuisances and to order them changed or abated, makes violation of such an order a misdemeanor, and binds the prosecuting attorney, sheriff and other county officers to execute the order.
