Operative words
During a state of emergency: 1. The governor shall have complete authority over all agencies of the state government and the right to exercise, within the area designated, all police power vested in this state by the constitution and laws of this state in order to effectuate the purposes of this chapter.
Penalty
Knowing failure or refusal to obey any lawful order issued under title 26, ch. 2 is a class 1 misdemeanor (A.R.S. § 26-317, Ex. DUT-AZ-007); conflicting local orders are suspended (A.R.S. § 26-307(B))
