Operative words
To establish, maintain, and enforce isolation and quarantine... to exercise physical control over property and over the persons of the people within the jurisdiction of the agency as the agency may find necessary for the protection of the public health; (VII) To close schools and public places and to prohibit gatherings of people when necessary to protect public health.

What it required
Gave every county and district public health agency (Denver, Tri-County, Boulder County, Jefferson County, El Paso County, Pitkin, Routt, San Miguel and the rest) the power to control communicable disease, to isolate and quarantine with physical control over property and persons, to close schools and public places, to prohibit gatherings and to abate nuisances; the authority for every local order in the CO and DEN files.
