Operative words
Under Colorado law, it is unlawful for any person, association, or corporation to willfully violate, disobey, or disregard the provisions of the public health laws or the terms of this or any other public health order. Any person who violates the order may be subject to civil and criminal penalties.

Announced to local law enforcement and local public health agencies the State's enforcement guidance for PHO 20-22 (the closure of bars, restaurants, theaters, gyms, casinos and personal-services facilities effective Mar. 19, 2020): voluntary compliance sought first, with the agencies' declaration that 'they will use their authority under state law to enforce the order when necessary and appropriate.' Attorney General Weiser: 'Our expectation is that residents will respect their fellow Coloradans, use good judgment and follow the public health order. When necessary and appropriate, however, we will work with our state and local law enforcement partners to ensure that residents obey the order.' Executive Director Ryan: 'The gravity of the public health orders are appropriate for the gravity of this situation... we must take dramatic precautions to save lives.' The release states that PHO 20-22 'went into full effect on March 19, 2020, and remains in effect until April 30, 2020, unless it is extended in writing by the executive director' (Ex. CO-004), and links the enforcement FAQ (Ex. DUT-CO-010).
