Operative words

The department and local boards of health are authorized to impose and enforce quarantine and isolation restrictions.... Orders for isolation and quarantine may include... confinement in a residence...; conditions on travel or behavior; and exclusion of individuals or groups from certain places, including but not limited to school, workplace, public conveyances

Penalty

Iowa Code § 135.38 or § 137.117 (simple misdemeanor; cited in the rule for mandatory treatment orders); § 139A.25 for violation of a quarantine or isolation order.

What it required

Gave force of law to Department and local-board isolation and quarantine orders, which 'shall become effective immediately upon issuance,' may be oral in an emergency, may exclude individuals or groups from the 'workplace,' and 'shall remain in force and effect' pending appeal unless stayed; the Department 'may request that an individual or group of individuals voluntarily confine themselves' before issuing a mandatory order (the basis of Iowa's 2020 voluntary home-confinement requests, DUT-IA-009 § 4.4).
