Operative words
(4) Notwithstanding the provisions of subsection (2) of this section, if an order is applicable to all persons in a county or a public health district, then a person who willfully violates such order is guilty of an infraction punishable by a fine of fifty dollars ($50.00). No court costs or fees apply to such infraction.

What it required
From March 19, 2021, subjected a district health order 'applicable to all persons in a county or a public health district' to approval by resolution of the board of county commissioners within seven days and to thirty-day renewal, and reduced the penalty for willful violation of such an order to a fifty-dollar infraction; every other violation of the public health laws and orders remained a misdemeanor under § 39-419(2).
