Operative words

All police officers, sheriffs and all other officers and employees of the State or any locality shall enforce the rules and regulations so adopted and orders issued by the Department or the certified local health department. (Section 2(a) of the Act)

What it required

Section 690.30(a)(1) directs the Department to 'take means to restrict and suppress' contagious disease 'especially when existing in epidemic form'; section 690.30(a)(6) provides that when two or more cases 'occur in any business, organization, institution, health care facility, school, child care center or provider, residential facility, or private home, the business owner, the person in charge of the establishment or the event, or the homeowner shall cooperate with public health' authorities; section 690.1305 restates the Department's power to 'order a place to be closed and made off limits to the public on an immediate basis'; section 690.1330(b) commands all State and local officers to enforce Department and local health department orders; section 690.1415 sets penalties.
