Operative words
Face coverings must be worn over the nose and mouth when patrons are approached and served by staff, including but not limited to when employees take patrons orders, deliver food and beverages, and service tables.

What it required
Under Phase 4, patrons were 'currently required to wear a mask whenever on premises, except while eating and drinking'; the revision required face coverings during every interaction with staff and made the requirement applicable to every facility with a food service area; the guidelines were binding on businesses by force of EO 2020-43 ¶ 6.

The release also records that 'Phase 4 regulations remain in effect in ten out of the eleven regions' on Aug. 25, 2020 (Region 4 under resurgence mitigations, IL-022).
