Operative words
Notwithstanding any general or special law to the contrary, as a result of the outbreak of the 2019 novel coronavirus, also known as COVID-19, as of the effective date of this section, an employer shall provide, subject to section 11, COVID-19 Massachusetts emergency paid sick leave to its employees pursuant to paragraph (3) who are absent from and are unable to work pursuant to subsection (b).

What it required
Every employer 'shall provide' COVID-19 emergency paid sick leave (up to 40 hours for a full-time employee) for an employee's own COVID-19 diagnosis, symptoms, quarantine or isolation order, vaccination and its side effects, or care of a family member, reimbursed from the COVID-19 Massachusetts Emergency Paid Sick Leave Fund; a statutory employer duty in force for the second and third quarters of 2021.
