Operative words

(4) "Disaster" means the occurrence or imminent threat of widespread or severe damage, injury, or loss of life or property resulting from any natural or artificial cause, including... outbreak of disease... (8) "Emergency" means the imminent threat of a disaster causing immediate peril to life or property that timely action can avert or minimize.

What it required

The statutory predicate the Directives recited ('Montana law provides that these authorities will be utilized to respond to an "outbreak of disease," § 10-3-103(4), MCA'): an outbreak of disease is a 'disaster' within the Act, which is what made the powers of 10-3-104 and the Title 50 measures available against every person and premises in the State from March 12, 2020 to June 30, 2021.
