Operative words
Capacity in all restaurants, bars, breweries, distilleries, and casinos must be limited to 50 percent... Tables must be limited to six people per table. Establishments must provide for 6 feet of physical distancing... public gatherings or events where... social distancing is not being practiced must be strictly limited to 25 people or fewer.

What it required
Continued operation of every restaurant, bar, brewery, distillery and casino was conditioned on 50 percent capacity, six per table, six-foot spacing by removed tables or barriers, and a 10 p.m. close; gatherings without distancing 'must be strictly limited to 25'; the face-covering requirements of July 15 and Aug. 12 were 'modified to apply in all counties statewide'; verbs: 'must', 'required'; 'should consult' for events over 25.
