Operative words
it is hereby declared to be the policy of this state that communicable diseases be prevented, and that such occurrences be identified, controlled, and, when possible, eradicated at the earliest possible time by application of appropriate public health measures and medical practices.

What it required
The chapter charges the Department to identify, investigate and control communicable disease (141-C:3,:4), binds persons to examination, isolation, quarantine and written orders (141-C:9,:11,:12), reaches premises and events (141-C:16-a,:16-b), and punishes every violation of the chapter or its rules (141-C:21) with injunctive relief in addition (141-C:23).
