Operative words
The board of health of a general health district may make such orders and regulations as are necessary... for the public health, the prevention or restriction of disease, and the prevention, abatement, or suppression of nuisances.... In cases of emergency caused by epidemics of contagious or infectious diseases... the board may declare such orders and regulations to be emergency measures

What it required
Empowered every general health district board to adopt orders and regulations 'for the public health, the prevention or restriction of disease,' gave them the effect of municipal ordinances in every court, and let the board make them immediately effective as emergency measures in an epidemic (the county-level mask, gathering and business orders of 2020-2021 rested on this section and its city counterpart, R.C. 3709.20). Retrieval noteFrom June 23, 2021, Sub. S.B. 22 (Ex. OH-045) confined local boards' quarantine and isolation orders to diagnosed or exposed individuals (new R.C. 3707.11, 3707.54); the general public-health order power of this section otherwise continued.
