Operative words
Eliminate gatherings of 10 or more when separation of at least 6 feet is not possible... Work with businesses to implement daily health checks and screening of employees when entering the workplace... Encourage businesses to allow employees to telework if possible or use alternative work schedules to allow social distancing.

Recorded as a recommendation: the Department of Health told community leaders to 'eliminate gatherings of 10 or more' where six-foot separation was not possible, to 'work with businesses to implement daily health checks and screening of employees,' to 'encourage businesses to allow employees to telework' and to 'consider modification or suspension of daily business in the interest of public safety,' restating in advisory verbs the directives that EO 2020-08 and EO 2020-12 imposed with 'shall' on employers, enclosed retail businesses and local governments (Ex. SD-005, SD-009).
