Operative words
In the event of an emergency declared pursuant to this chapter, any person or representative thereof violating any order, rule or regulation promulgated pursuant to this chapter commits a Class A misdemeanor.

What it required
Made obedience to every executive order, rule and regulation issued under title 58, chapter 2 during the declared emergency a legal duty of 'any person or representative thereof,' enforced by a Class A misdemeanor; Executive Order No. 77 declared county face-covering orders issued under the Governor's delegation to be orders 'for purposes of Tennessee Code Annotated, Section 58-2-120' (Ex. TN-031, Section C, para. 6).
