Operative words

The department has authority to investigate and control the causes of epidemic infections and communicable disease, and shall provide for the detection, reporting, prevention, and control of communicable diseases and epidemic infections or any other health hazard which may affect the public health.

Penalty

Utah Code section 26-23-6 (Ex. DUT-UT-003): class B misdemeanor; civil penalty up to $10,000 per violation

The Department 'shall provide for the... prevention, and control of communicable diseases' and holds the authority to control their causes, the second statutory authority recited in every State Public Health Order in the library.
