Operative words
The Commissioner of Health shall have the power to quarantine a person diagnosed with or suspected of having a disease dangerous to the public health.

What it required
Any person diagnosed with or suspected of having a disease dangerous to the public health to submit to quarantine ordered by the Commissioner of Health; the employer of such a person could not lawfully require or permit attendance at work in breach of the quarantine. Retrieval noteChapter 21 also carries sec. 1004 (a physician who knows or suspects a communicable disease dangerous to the public health 'shall immediately quarantine and report to the health officer the place where such case exists' and may quarantine the premises), read on the official chapter page but not saved as a separate exhibit. The November 14, 2020 order made Vermonters identified as cases or close contacts 'required to... comply with all VDH recommended quarantine and isolation periods and testing', with referral to the Attorney General (Ex. VT-034 sec. 2(f)), and Addenda 10 to 12 and the ACCD Guidance excluded symptomatic and exposed workers from every worksite (Exs. VT-015 to VT-017; DUT-VT-006).
