Operative words

(13) "Safe" or "safety", as applied to an employment or a place of employment or a public building, means such freedom from danger to the life, health, safety or welfare of employees or frequenters, or the public, or tenants, or fire fighters... as the nature of the employment, place of employment, or public building, will reasonably permit.

Penalty

§ 101.02(13)(a): forfeiture $10 to $100 for each offense; department orders and inspections.

What it required

Fixed the content of the safe-place duty as the greatest freedom from danger to employees, frequenters and the public that the nature of the business 'will reasonably permit,' and made every employer, employee, owner or other person who 'fails or refuses to perform any duty specified under this subchapter' or 'fails, neglects or refuses to obey any lawful order given or made by the department' liable to 'forfeit and pay into the state treasury a sum not less than $10 nor more than $100 for each such offense' (§ 101.02(13)(a)).
