Operative words
Staff within the business or facility must be limited to one person in a room or confined space at a time... Services must be paid for on-line or by phone. Drop-offs and pick-ups must be scheduled ahead of time to ensure compliance with Social Distancing Requirements as defined in section 16 of the Safer at Home Order. Customers are not permitted in the business or facility.
Penalty
Emergency Order #28 § 18 (kept in effect by § 2): 'up to 30 days imprisonment, or up to $250 fine, or both. Wis. Stat. § 252.25.'
What it required
Non-essential businesses reopening for curb-side service or equipment rental could operate only with one staff member per room or confined space, remote payment, scheduled hand-offs, no customers inside and cleaning of rented equipment 'after each use'; car washes only with high-touch surfaces 'cleaned between each use if possible, or as frequently as practicable.'
