Nothing of its own force: a compilation directing Wyoming employers to federal OSHA's 'Guidance on Preparing Workplaces for COVID-19', the 'Ten Steps All Workplaces Can Take' poster, CDC and industry guidance, and listing the eight federal OSHA COVID-19 enforcement memoranda then 'in effect' (recording of cases, interim enforcement response plan, respirator enforcement discretion, 'Discretion in Enforcement when Considering an Employer's Good Faith Efforts'), and a Wyoming OSHA publication 'Protecting Grocery & Other Essential Workers from COVID-19'.
Retrieval noteFour pages. Recorded as a recommendation: the document imposes no duty and says so. Its value is evidentiary: the State plan itself told Wyoming employers, in Q2 2020, which federal enforcement memoranda governed COVID-19 in their workplaces.
