Operative words

'Business' means any business entity (retail or commercial) that employs or engages workers or volunteers. 4. Except as specifically exempted below, all members of the public must wear a Face Covering outside their home or other place of residence in the following situations: a. When any person is inside, or in line to enter, any business

What it required

Every 'Business' that 'employs or engages workers' was the place of the duty: the public 'must wear' face coverings inside or in line to enter it; 'All businesses must post notices'; 'All employees, owners, and volunteers of businesses... shall wear Face Coverings' within six feet of customers, clients or co-workers; drivers 'shall also wear'.

Retrieval note
