Operative words
This Order removes all restrictions and requirements for all businesses/entities previously outlined in statewide public health order #1 except for child care facilities and K-12 schools, colleges, universities, and trade schools.

What it required
Ended the business operating conditions of Order #1 on March 16, 2021 while continuing the school and child-care conditions ('shall wear Face Coverings'; room caps; screening) through 2021 Q2; from that date the standing statutes (35-1-105, 35-1-106, 27-11-105(b)(vi), 35-4-114) carried the compulsion for businesses.
Retrieval noteMarks the end of general business restrictions in Wyoming. Order #4 expired March 15, 2021; Orders #1 and #2 (schools; large indoor events) expired May 31, 2021; Executive Order 2020-2 remained in force to March 15, 2022; W.S. 35-1-310 and 35-1-240(c) (Ex. WY-055) governed new orders from July 1, 2021.
