'HHS is issuing this Notice designating' as scarce or threatened materials: N95 filtering facepiece respirators; other filtering facepiece respirators; elastomeric air-purifying respirators and filters; PPE face masks; PPE surgical masks; PPE face shields; PPE gloves and surgical gloves; PPE gowns and surgical gowns; ventilators and related components; sterilization services and disinfecting devices; medical gowns; sanitizing and disinfecting products; and others listed (fifteen categories). 'The Act prohibits any person from accumulating designated materials in excess of the reasonable demands of business, personal, or home consumption'.

Notes

Every dental, medical, personal-care, food and manufacturing employer that had to buy these goods to operate under State orders bought them in a federally designated scarce market.
