Operative words
'DATES: This Order takes effect at 11:59 p.m. Monday February 1, 2021.' Persons 'must wear masks over the mouth and nose when traveling on conveyances into and within the United States'; 'A person must also wear a mask while at any transportation hub within the United States'; '(4) Conveyance operators must use best efforts to ensure that any person on the conveyance wears a mask'; '(5) Operators of transportation hubs must use best efforts to ensure that any person entering or on the premises of the transportation hub wears a mask.'
