"Gathering" shall mean more than fifty (50) persons [within six feet at a Single Location]... III. SHELTERING IN PLACE... That all residents and visitors of the State of Georgia who meet the following criteria for higher risk of severe illness as defined by the Centers for Disease Control and Prevention are required to Shelter [in Place within their homes or places of residence]
