the following businesses or operations may operate during this emergency: businesses or operations that are part of the federal critical infrastructure sectors... and the businesses or operations operating in each county in accordance with the State Roadmap to Recovery and Resilience... All persons shall comply with applicable guidance from the Centers for Disease Control and Prevention (CDC) as well as State, county, industry and regulatory requirements for safe practices... all persons entering the State of Hawai'i shall submit to the mandatory health screening process identified in the Rules Relating to COVID-19 Health Screening Process and Travel Self-Quarantine
