Operative words

'Health care facility' means any program, institution, place, building, or agency, or portion thereof, private or public, other than federal facilities or services, whether organized for profit or not, used, operated, or designed to provide medical diagnosis, treatment, nursing, rehabilitative, or preventive care to any person or persons... [directing facilities to render assistance in support of the State's response and providing immunity from civil liability for death or injury caused by acts or omissions in rendering assistance, including omission of care under crisis standards]
