Operative words

Schools must adopt and implement actions to slow the spread of COVID-19 in schools... schools must continue to implement multiple mitigation strategies... [students and staff who are] not up to date with COVID-19 vaccinations and are a close contact to a person with [COVID-19]... are required to quarantine
