Operative words
EMPLOYEE AND PUBLIC PROTECTION. SECTION FOUR. Pursuant to Iowa Code § 135.144(3), and in conjunction with the Iowa Department of Public Health, unless otherwise modified by subsequent proclamation or order of the Iowa Department of Public Health, I hereby order that effective at 12:01 a.m. on November 11, 2020, and continuing until 11:59 p.m. on November 30, 2020: A. All employers shall evaluate whether any more of their employees can feasibly work remotely and to the extent reasonable, shall take steps to enable such employees to work from home. B. All businesses or other employers remaining open with in-person operations shall take reasonable precautions to ensure the health of their employees and members of the public, including appropriate employee screening, social distancing practices, and increased cleaning and hygiene practices. C. This section shall not be a basis for closing or taking other enforcement action against a business or other employer absent an additional specific order or directive of the Iowa Department of Public Health. GATHERINGS. SECTION FIVE.... A. Requirements for gatherings of more than ten people: A social, community, recreational, leisure, or sporting gathering or event of more than ten people may be held, but only if the gathering complies with... (1) Social distancing:... at least six feet of physical distance between each group or individual attending alone. (2) Groups limited: A group attending together may not be larger than 8 people unless all the people are members of the same household.... B. Large gatherings prohibited unless masks required: A social, community, recreational, leisure, or sporting gathering or event of more than 25 people held indoors or more than 100 people held outdoors shall be prohibited at all locations and venues unless all participants in the gathering who are two or older wear masks at all times while participating in the gathering, except while eating or drinking. C. Sporting and recreational events:... (2) Indoor spectators limited: At an indoor sporting or recreational gathering for youth 18 years or younger... spectators are limited to no more than two spectators for each athlete... D. Wedding receptions:... (2) Groups limited:... no more than eight people... REOPENING OF BUSINESSES AND ESTABLISHMENTS. SECTION SIX.... A. Restaurants and bars:... (1) Social distancing:... All patrons must have a seat at a table, booth, or bar, and must consume their food or beverage while seated...

Twenty-nine pages; Section Three 'strongly encourage[s]' Iowans to avoid weddings, funerals, showers, birthday parties, holiday celebrations, conventions, indoor entertainment, spectator sports, private parties, tailgating and vacationing.
