Operative words

'On May 20, 2021, Governor Reynolds signed into law an act banning local school districts from imposing mask mandates on school property unless otherwise required by law (H.F. 847, ch. 139, 2021 Iowa Act § 28, codified at Iowa Code § 280.31).... Plaintiffs... challenge section 280.31... The Court recognizes issuing a [temporary restraining order] is an extreme remedy, however, if the drastic increase in the number of pediatric COVID-19 cases since the start of the school year in Iowa is any indication of what is to come, such an extreme remedy is necessary to ensure that the children involved in this case are not irreparably harmed.' [Order: Defendants are enjoined from enforcing Iowa Code § 280.31 in Iowa public schools.]
